The ELPAC test has been developed by EUROCONTROL (the European Organisation for the Safety of Air Navigation) to meet ICAO and European Commission language proficiency requirements in English for operational air traffic controllers.
Update on ELPAC activities since test release
Since the first ELPAC training and accreditation workshop in September 2007, 240 persons from 27 countries have been accredited as administrators, markers and examiners.
In order to maintain the testing standards among ELPAC examiners, refresher workshops have been established. Since October 2008, 19 refresher workshops welcomed 108 participants from 15 countries. The programme of accreditation and referesher training continues into 2011.
As of September 1st 2010, more than 5000 ELPAC tests have been taken. 19 countries are actively involved in ELPAC testing with more expected to start soon in order to meet the ICAO deadline - March 5th 2011.

ELPAC Student Version
EUROCONTROL has developed a version of the ELPAC test to allow student controllers to meet the language proficiency requirements (in English) of the EC Directive on a Community ATC Licence (May 17th 2010). This student version of ELPAC is known as ELPACST.
ELPACST, which replaces the PELA test, was released in January 2010 and is on the ELPAC servers.
