ICAO LPR Rating Scale

In 2000 ICAO established a study group - Proficiency Requirements in Common English (PRICE) to carry out a comprehensive review of ICAO provisions concerning all aspects of aeronautical communication. In March 2003 the ICAO Council adopted amendments (strengthening the provisions related to language proficiency) to Annexes 1, 6, 10 and 11 and to the PANS-ATM. The PRICE group also established a set of holistic descriptors and a language proficiency rating scale. ICAO language proficiency requirements apply to all languages used in aeronautical communication.

These language proficiency requirements became effective as of March 5th 2008.

For further information refer to ICAO Doc 9835 (Manual on the Implementation of ICAO Language Proficiency Requirements). A revised version of Doc 9835 is expected to be published in 2008.
